When taking someone hostage, please consider THEIR portion and THEIR roleplay as well.
The hostage should not be in your custody for more than 30 minutes and/or one heist.

This, however, does not mean that a "brave" character can ignore a gun pointed at them. They must fear for their life when met with life threatening situations. Low Quality Roleplay
If your RP does not meet our expectations, you will be completely removed from the city (perma-banned) if your RP doesn't meet the standards, we expect of you. Regardless of who you are, content creator, streamer, original citizen, new citizen, "friend-of-admins", it doesn't matter. The health of the city is paramount and if you aren't following the rules, you're just taking up a slot that someone else could be on. Also, note that this ban can and will happen without a warning and is NOT one that can be appealed. Lastly, for smaller repeat offenses such as NVL and general shit lording, if you get a temporary ban, we will also pull your priority if you have it.
"Policing the police" is considered poor roleplay. This is not tolerated here and will result in an instant ban with or without a ticket.
Players shall refrain from displaying any toxic behavior while in a downed state. This includes verbally. You must roleplay out your injuries.
General Group Rules
War/Shootouts Cooldown: 60 Minutes
All criminal activities are limited to 5 players at any time including sharing information over radio or phone as a lookout(s)
When the term GROUP is used in these rules, we are also referring to organizations, gangs, and families.
If a new member recently joined the organization/gang but does not meet the server requirements of being part of the server for 14+ days and has less than 48 hours played, they cannot join a new or on-going war/fight. They must sit out and terms will need to be set regarding new members, so they are not a target such as wearing different attire.
If you went down in a group war, you should not be engaging back into the fight immediately. There is a 60-minute cooldown.
Failure to follow any of the group rules can be viewed as gunplay over roleplay and result in a permanent ban.
Establishing Your Group
For your group to be considered as an established organization, the leaders/higher rankings in the group must be part of the server for 30+ days and must have over 48 hrs. played individually to be recognized as an established organization.
You must refrain from behaving as a group or claiming territory before the 30-day mark.
Cannot wear any flags, masks, or body armor to identify the group.
You cannot negotiate war agreements or terms with another group.
Even though you could be "building something," you are not an established group.
Claiming colors can be done however, it must be in the form of a worn flag, mask, armor, or bandana. Clothing such as pants or shirts, hair color, car paint, NOS purge and under glow do not count as a reason to confront/attack/press other players.
Group Turf/Block Information
Turfs can only be claimed to established groups.
Only ONE turf per group can be claimed.
Lore friendly (GTA) turfs can be fought/reclaimed as long as both groups fit the story for that specific lore block (ie. ballers, vagos, gsf, marabunta). Group terms must be set so that at the end of the war, the winning group will take over the turf.
If a unique turf is unclaimed, but two groups want to take it over, group terms must be set that at the end of the war, the winner receives the turf (see war rules).
If a unique turf is claimed and it is not a lore friendly turf, groups cannot go to war over claimed turf.
If a group wants to contest the unique turf and both parties come to an agreement that after terms are set and the war is over, the winning group will take over the turf.
Group Alliances
Receiving assistance from an alliance group is prohibited unless agreed upon by both sides during warm terms.
If an alliance is allowed during your war, allied groups must showcase the group colors/items (pocket flags, clothing, armor, or masks). Blacking out or failure to wear allied colors is prohibited.
War/Initiation
Prior to initiating a group war, your whole group must be established. Every individual in your group must be part of the server for the required amount of time based on their position (new member/leaders/higher rankings) in the group to initiate a group war.
If a group is already in a war, but does not meet the requirements, the war must be paused/stopped until all requirements are met on both sides. This includes returning any stolen Group/Gang Chains back to the rightful owners.
Initiation of a drive-by with little to no verbal communication is prohibited. E.g. On-site shootings are prohibited.
If you went down in a group war, you should not be engaging back into the fight immediately. There is a 60-minute cooldown.
If you are in a group war, you should not be shooting from turf to turf/block to block. One side must push the other with only 5 people.
Initiation is a necessary step that must occur. There are various ways in which this can occur, including, but not limited to the following:
Inform the other group via phone call or text message that your group intends to travel to their territory, providing them with an estimated timeframe and requesting confirmation.
A direct exchange of words between individuals (can involve multiple members of a group or a designated messenger acting as a mediator)
Using in-city social media outlets such as Spammer is not a way to initiate a war and/or shootings between the groups who have conflict.
Attacking
Maximum of 5 players
No swapping players between current scenes
Defending
At the time of the first initial shot that was fired, the surrounding players on the defensive side are eligible players to defend that said turf.
Cannot bring in outside forces or other players that were not initially present at the time of the first shot.
If a group is provoked & attacked on their block, all players on the block can defend. This is only for other groups. PD going onto a block is still limited to 5, the only exception is a PD RAID.
This only applies to the defending group's turf. For all other activities that are group related that are not on a groups turf is still capped at max of 5 players
*If the war/conflict starts outside of the block/turf, you can't return until the situation is over.
Group Identification
When going to war, you must be repping your group colors during war or beef. Group on group conflicts should always be handled in colors and not blacked out and clearly identifiable from a distance. When going to war, regardless of if some of your members want to be included or not, your entire group is at war. The only way around this is if a condition is set for the group’s war terms to be excluded wearing different attire.
War Reasons
Groups within our community extend beyond mere conflicts and violence. Our aim is for players to demonstrate originality and creativity in developing their group ideas. Groups can pursue various objectives, such as engaging in specific activities, cultivating distinctive identities, or collaborating on joint ventures. While conflicts and rivalries may arise, there is also room for diverse narratives and interactions. We encourage players to delve into different avenues and foster the growth of uniqueness and imagination in group roleplay.
In our community, it is expected that players will start roleplaying and communicate verbally before resorting to shooting or combat. Prioritizing roleplay and using dialogue to resolve conflicts is crucial, even if there is tension or conflict arising from social media or other non-game platforms. Face-to-face interaction creates more immersive and captivating roleplaying experiences.
If all other viable RP routes have been exhausted in order to resolve things peacefully, war should be considered as a last resort. It is important to have a valid and justifiable rationale behind the decision to engage in warfare. Poor reasoning, such as seeking revenge for a minor incident like someone cutting in line, would be rejected and individuals would be advised to engage in more substantial reasoning before pursuing war. However, in exceptional cases, if both parties mutually agree to go to war, it may still be pursued.
Reasons to not go to war for:
Colors
Stolen property not including group/gang chains.
Claimed Property/sets/blocks.
Social media beef (Spammer/Ads)
Hurt feelings.
War Terms
Terms must be set prior to going to war.
Max number of fights/shootouts is 5 (keep in mind the 60-minute cooldown between each fight)
When group terms are set, we do recommend having a term around Group/Gang Chains. As an example, if a Group/Gang Chain is stolen, it should continue being in the pocket of the opposing group, so they have the opportunity to take back their own chain. Or, another example can be upon the war ending, all Group/Gang Chains should be returned or purchased back for a reasonable fee that was set at the time during the term agreement.
Upon the end of the war, both groups cannot initiate a new war against each or against others for 2 weeks (14 days).
However, if they do get pressed by a different group, they may go to war.
If the terms or rules are breached/broken in any capacity, the war must be stopped, and Group/Gang Chains must be returned to the rightful owners.
Group Behavior
Please note that any form of salty behavior, such as engaging in RP shitting on someone when they are down, exhibiting excessive toxicity when people are shot down (e.g. repeated mag dumping into a downed body), or engaging in minimal baiting outside of agreed war windows, is strictly prohibited. Additionally, any form of toxicity that may elude to OOC, such as "clapping till they don't wake up," is not allowed.
Furthermore, hospital camping to rub salt in the wounds after winning or losing a fight is not permitted. We ask that you allow the opposing side to heal and patch up, as you would not engage in a group war in a hospital lobby.
In regard to group related shooting cooldown, after any group related shooting, regardless of war or beef, with an official group or non-official group, if members of your group go down, the entire group is on a 60-minute cooldown from participating in another group related shooting. If your block is pushed during your cooldown, you will restart the 60 minutes.
Lastly, we do not allow "endless wars" or wars that continue until someone gives up. There needs to be an end to the conflict.
Criminal Activities
Having a criminal character is well needed in the right context. Going 0-100 in the first few days of the city is not the right way to go. Your character should be learning the city, the people who live in it and it`'`s surroundings before doing any sort of criminal activity.
If you were recently involved in a scene with police, you should give it some time before getting back into another situation with the police or you will be hit with longer jail times/fines for repeated crimes in a short time span.
Building up a story or conflict will help your character in the long run with meeting connections and having something to look forward to!
Reporting Players
When reporting players, be sure to have every vital information to act on. Please be as detailed as possible when reporting to other players so staff can go over as much information to understand the situation in full. Include their player’s name, character name, or player ID. Video or image evidence is required.
Bans should not be discussed in Discord or on other social media outlets.
If someone you know is banned, we do not discuss bans consequences or details with other players.
Friendly Advice
Treat locals as civilians in the state of San Andreas
Criminals can take the locals/peds as hostages, however, PD will use their discretion depending on the roleplay given.
If a player is using a local/ped as hostage, you also need to understand that you may be breached.
Don't use EMS just as a reviving station. When being treated by EMS, provide them with as much roleplay as possible which will help both sides to produce a good quality scene. Using /me can go a long way when being treated by EMS.
When police are involved in a scene, it's always best to not get yourself involved if you are not part of the scene. Creating tension or a story with police can help further your character in more ways than one. Just be mindful in any situation when police are involved.
When roleplaying, be mindful of your surroundings including the roleplay of others!
Respect EMS/LEO!
Create RP for others, not just for yourself.
Have fun!
